Rep. Mike Lawler co-sponsors virtual Declaration of War on Russia
Disguised as a “Sense of the House” resolution, the bill makes it US policy to evict Russia from its Crimean naval base, collect “reparations” and see that Russian government officials “are held accountable for this war of aggression.”
Russia has maintained its naval base at Sevastopol, Crimea since 1783. The proper venue for determining and adjudicating claims for reparations and for the determination of allegations of war crimes is not the US Congress but the UN Security Council, which has jurisdiction under US law by virtue of the US Senate's ratification of the UN Charter in 1945.
The introduction of this bill (April 26, 2023) was followed within weeks by an attempted decapitation of the Russian government with a drone attack on the Kremlin, delivery of Depleted Uranium weapons to Kiev via the UK as well as cruise missiles capable of delivering these to targets inside Russia, and the announcement that President Biden has authorized the delivery of F-16 fighter jets.
Russia's foreign minister this past week called these actions unacceptable and said they will be met with “the appropriate response.”
It should be noted that Russia's nuclear doctrine provides for the use of its nuclear arsenal in two specific conditions:
1.) In response to a nuclear attack; and
2.) When the survival of the Russian state is under existential threat.
